How does the process of buying an island work?
Here in Brazil, islands are owned by the Federal Government. As such, it is only possible to buy one with presidential authorization, which gives the citizen the right to use that space.
In other words, whoever buys the island of Guarujá will not actually own the place, but will have the right to occupy it. As it is an environmental area, any construction will need authorization from bodies such as the Brazilian Institute for the Environment and Renewable Natural Resources (IBAMA).
In the event of non-compliance with environmental laws, the Federal Government can withdraw the buyer’s rights of use, causing them to “lose” the island.
