This Monday, the 21st, there will be a hearing with representatives of the city government and civil society at the São Paulo City Planning and Licensing Department to discuss a project that divides opinion: the construction of a building in Ibirapuera.
The land is claimed by the Army and, if approved, the building will serve as housing for professionals linked to the new Military College. But this debate is not unprecedented: in April, two councillors asked for the vote to be postponed in order to better analyze the project, since the plan is taller than the limit previously allowed in the area.

So far, the project is still under discussion in the Technical Chamber for Urban Legislation. In addition, the proposal foresees a cost of R$59 million for the controversial 13-storey building. If approved, the building will be located next to the Ibirapuera Gymnasium.
There is still not much information about the debate, but the decision reached at the hearing by the São Paulo City Planning and Licensing Department should be announced soon.
What is the position of the Vila Mariana Residents’ Association?
The population is not happy with this situation. Since the debate began, the Vila Mariana Residents’ Association (AVM) has expressed its opposition to the Army’s work. According to the local organization, the region is undergoing a historical and cultural heritage process. Thus, the allocation of this work becomes unfeasible. In addition, the proposal does not comply with the zoning law and other items of municipal legislation.
On the other hand, AVM has filed an appeal with the National Historical and Artistic Heritage Institute ( IPHAN) and is demanding a more in-depth discussion that includes community participation and takes into account the characteristics of the area’s surroundings.
